set project's subnet quota is 10,then create 2 subnets,the useage of subnet
quota is :{'available': 8, 'used': 2, 'quota': 10}.
then modify this project's subnet quota ,set the value is 1,it is sucessful.but
from the code of "UpdateProjectQuotaAction",
value > used is not allowed.
