I'm seeing this locally with webob 1.5.0, I'm not sure why we're not seeing it upstream, although we have webob capped at 1.4.1 in upper-constraints: https://github.com/openstack/requirements/blob/master/upper- constraints.txt#L25 But I didn't think we were using that in the gate-nova-python27 job.
