deprecated neutron_opts usage not logging warnings

Bug description:
nova.network.neutronv2.api.neutron_opts almost all say in their help
that they are deprecated, but that's not the correct way to deprecate
things. Because deprecated_for_removal was not used, usage of these
options is not resulting in appropriate log warnings.
