Public bug reported:
The new plugin shares the same service name as the non-plugin
implementation of VPN setup for DevStack. That combined with missing
logic in the devstack scripts to make sure non-plugin and plugin VPN
setup are mutually exclusive, causes two instances of the agent being
spawned.
Need to update the DevStack script to force mutual exclusion, and need
to rename the service for the plugin to prevent the conflict.
