Attempting to rebuild message catalog for Horizon and hit the following:
$ ./run_tests.sh --compilemessages
Checking environment.
Environment is up to date.
CommandError: Can't find msgfmt. Make sure you have GNU gettext tools 0.15 or
newer installed.
Ideally this utility would be satisfied from the virtual environment,
otherwise perhaps some documentation is necessary to describe how to
setup a development environment.
