nova-api will go wrong if AZ name has space in it when memcach is used

Description:
1. memcahe is enabled
2. AZ name has space in it such as "vmware region"
Then the nova-api will go wrong:

Reason:
Memcach retrieve the AZ name as key and check it. It will raise an error if
there are unexpected character in the key.
