Bug description:
On some requests keystone provides errore in HTML, despite json has
been requested.
E.g: the following command line
curl http://localhost:5000/v3/domains/"name a" -H "X-Auth-Token:
valid_token" -H "Content-Type: application/json" -H "Accept:
application/json"
Results in html error instead of json.
