Move test_get_user_allocation_for_dhcp_port_returns_none to
NeutronDbPluginV2AsMixinTestCase

Bug description:
Currently this test is in NeutronDbPluginV2TestCase.
This test suite is then inherited by all test classes of particular core
plugins so the test is duplicated there.
Need to move it to db_base_plugin_v2_specific test suite.
