Havana is nearly out of support, I don't think this is high enough
priority to fix on that tree

Steps to reproduce:
1) Create new instance
2) Immediately check security group through nova
(/v2/$tenant/servers/$server_id/os-security-groups
3) Wait several seconds and try again (Works if given a small delay between
instance creation and checking sec group)
Notes: This error did not come up in earlier versions of havana, but
started after a recent upgrade
