User settings lead to believe the options are per user

Bug description:
The "From here you can modify dashboard settings for your user"
statement from the User settings page leads to believe the options
are per user. Actually, they are global configurations.
Steps to reproduce:
1) Log in to Horizon as admin1
2) Go to Settings
3) Set "Francais (fr)"
4) Log out
5) Log in to Horizon as admin2
