Bug description:
As part of bug 1237989, the 'Change Own Password' settings panel is
deactivated when using Keystone v3.
Once there is an API in v3 for users to update their own password (see
https://blueprints.launchpad.net/keystone/+spec/v3-user-update-own-
password ) we need to reenable this panel.
