Public bug reported: On Internet Explorer versions 8 and 9, the top bar has too much bottom padding. This is not a problem on IE 10 (or Chrome, Firefox, etc.). Removing the bottom padding fixes the problem on these browsers, but of course then causes problems in the other browsers.
