Bug description:
Add support for Amazon VPC APIs in Openstack
- Created a separate file (vpc.py) to handle VPC APIs
- Added unit tests for VPC (test_vpc.py)
Nova EC2 extended to support Amazon VPC APIs.
Only VPC and Subnet CRUD APIs are added in this patch.
This patch has no dependency on any other blueprints.
