cannot assign a name to a floating ip

Bug description:
when creating, assigning and deleting floating ips in scripts - it is
useful to be able to tag floating ips with identifying metadata either
in a name field, or a description field or some other metadata field -
most other openstack resources allow this. consider adding the
standard name, description and metadata fields to floatingips (and
indeed other neutron resources)
