Careful, there is typo in table 3 where the C value for the granite should be equal to 160 MPa and not 1600 MPa. Basically, the tensile strength T and cohesion C values have to defined in relation withe the degree of interlocking (coordination number / interaction radius). From my experience, with the right coordination number, the C/T ratio of the BPM can be defined equal to the ratio compressive strength / tensile strength of the rock you want to model.
