I believe that the Xpresent extension is not part of picom. Instead, it is part of xorg itself:

I was informed of this when I initially asked on the Ubuntu MATE forum:

Since Xpresent is not a compositor, I'm going to spend a little time seeing if I can figure out how to modify the theme I'm using (YaruOK) to have transparent title bars. If I can't get that to work, I'll switch to Xrender (which definitely is part of picom, and is a proper compositor.)
