The driver's origin come from xfree86's X11-licensed server, see http://snapshot.debian.org/archive/debian/20050312T000000Z/pool/main/x/xfree86/xfree86_4.3.0.dfsg.1.orig.tar.gz ./programs/Xserver/hw/xfree86/drivers/dummy/dummy_driver.c ./programs/Xserver/hw/xfree86/doc/LICENSE Apparently it was forgotten to copy over the license file.
