I've not tried building Mesa with meson yet, but that reads like it only found
version 7 of LLVM, but needs at least version 8. (Since Mesa implements LLVM
based compilers to build code to run on the various GPUs it supports, it's
very closely tied to the version of LLVM needed to build with.)
