xsetroot -cursor <cursor_file> <maskfile>

standard X11 cursor files and mask files are usually found under
/usr/include/X11/bitmaps/

ex. xsetroot -cursor /usr/include/X11/bitmaps/left_ptr 
/usr/include/X11/bitmaps/left_ptrmsk
