no-one is working on it afaik, last patches (sep 2010) are here: https://bugs.freedesktop.org/show_bug.cgi?id=29905 given that we have smooth scrolling now, IMO mouse wheel acceleration should be controlled more by the client side than the server, where it is harder to get right, tricky to configure, and may not even work consistently across devices.
