So, I guess, you mean copying the file 0docbook51.xxe into
/Applications/XMLmind.app//Contents/Resources/xxe/addon
that is, inside the very XMLmind application folder (which is not
~/Library/Preferences where, typically, mac applications user
preferences are to be found).
Right?

XXE user preferences directory is:
$HOME/.xxe9/ on Linux.
$HOME/Library/Application Support/XMLmind/XMLEditor9/ on the Mac.
%APPDATA%\XMLmind\XMLEditor9\ on Windows. Example:
C:\Users\john\AppData\Roaming\XMLmind\XMLEditor9\.
If you cannot see the "AppData" directory using Microsoft Windows
File Manager, turn on Tools>Folder Options>View>File and Folders>Show
hidden files and folders.

Hence you must copy
0docbook51.xxe
to
$HOME/Library/Application Support/XMLmind/XMLEditor9/addon/
(Please do not forget the addon/ folder at the end of the path.)
While at it, please also delete folder
$HOME/Library/Application Support/XMLmind/XMLEditor9/cache/
which is equivalent to clearing the "Quick Start cache".
(If you forget to clear the "Quick Start cache", XMLmind XML Editor will
fail to see newly added 0docbook51.xxe.)
