We are interested to buy an XML Mind XML editor to integrate with our internal 
tool before we purchases we have few questions to raise.

1. Can JATS 1.2 or 1.3 DTD is also able to add in the XMLMind like DocBook DTD?

Yes. For that you need to develop a configuration for the JATS 1.2 or 1.3 DTD. A configuration is an XML file which has a name which ends with ".xxe".

2. Is there any option to record and show the track changes automatically (expect a 
similar one winword function)? instead of using the "Remember this Location".

We have something very different from what Word does but will nevertheless record and show you what changes were done, who did them and why. This does not work by "tracking changes" per se. However we dare say that, by design, our equivalent feature works *flawlessly* whatever the complexity and number of changes made to a document.

3. Is there an option to show all the comments and processing instructions like 
a bookmark on the left side and a navigation button to locate the place in the 
XML file?

No, there is no such option (it is a very specific feature you want here). XMLmind XML Editor being extensible, a third-party Java developer may develop such left pane and dynamically add it to the applcation during its startup (like an Eclipse plug-in).
