When converting to PDF an XML file (e.g. XHTML, DocBook, DITA) containing a video, all XMLmind tools basically convert the video to a link to the external video file (e.g. a ".mp4" file either found on the web or copied locally nearby the PDF file).

A few years ago, we used to support RenderX XEP multimedia extensions (rx:media-object; see http://www.renderx.com/reference.html#Multimedia%20features) allowing to embed a video in a PDF file, but we decided to discontinue this feature (1) due to the lack of interest about it and (2) because it didn't work too well in PDF readers, including Adobe's own Acrobat.
