Yes, that's right. On any OS where UTF-8 is not the default text
encoding, like Windows. See below.

I'm sorry but we have done our best to implement something both simple
and consistent.
In absence of an UTF-8 BOM, unlike ditac which is a specialized tool,
XXE cannot assume that the encoding of an MDITA file is UTF-8.
XXE assumes that, by default, the encoding of a MDITA file, like any
other text file, is the system encoding.
This behavior is exactly the one you'll find in notepad or in any web
browser.
Therefore we recommend to always use an UTF-8 BOM for your MDITA files,
not only for XXE, but also for any text editor your MDITA authors may use.
