I would say that you must additionally specify CSS property "white-space: pre;" for this kind of div. I mean, xml:space="preserve" alone is not sufficient.

CSS property "white-space: pre;" could be automatically translated to XSL-FO just like some other CSS properties are. However, this is currently not the case. Sorry.
