Anchor is okay if my help file is in one-page HTML format. For Webhelp, I 
couldn't use anchor as HTML files are in chunks. I maybe missing something here 
that you can guide me with.

If you will assign IDs manually using xml:id attribute to your DocBook
elements then you can just reference generated HTML pages and anchors
from your application. Filenames and anchors will be based on IDs in
your content.
