Out of the box, the answer is no.

If you can get an XSLT (1.0, 2.0 or 3.0) stylesheet which can convert DocBook to DITA, then it's not difficult to integrate this stylesheet in XMLmind XML Editor (e.g. an easy to use menu entry or a toolbar button).

This is done by using some of the facilities documented in these 2 reference manuals:

We'll even help you in doing this integration, just because we are curious to see the quality of the results you'll get out of this conversion. (We are somewhat very skeptic: DocBook is huge and is quite different from DITA.)
