OK, thanks; I understand. Identifying the index position of a substep just in its 'local' list is trivial, but keeping track of its position within the 'main' list is already more work, and checking the format of the counter almost an annoyance. The xref in question is within the same topic, so I can go against all the tenets of DITA and include an explicit xref by hand.
Meeting ahead tomorrow where I show how DITA gets a firm grip on three typical unstructured documents with a mix of unique and reused content ... and then makes it easy to keep one block of information up to date in a related fourth document as well.
