I've spoken with Bluestream now, and according to them the main issue they had

correct in the first place)?

I'm sorry but I don't understand the answer of Bluestream.

Because XXE can access/open/edit files stored on a remote server, XXE can certainly get the title of a topic stored on a remote server.

You'll find here my answer to your post complaining about the performance problems related to opening a remote DITA map and displaying the titles of all the referenced remote topics here:

Please take the time to carefully re-read my answer.

Note that as of v7.1 (August 22, 2016), we have implemented the following suggestion which was found in my answer to your post:

---
What do you think about asynchronously loading the referenced topic files to get their titles?

See http://www.xmlmind.com/xmleditor/changes.html#v7.1.0
---
Enhancements:
...

* When rendering a DITA map stored on a remote drive, the titles of the topics referenced by this map are now loaded asynchronously. This considerably speeds up opening a DITA map stored on a slow remote drive such as the Google Driveā„¢ (provided that the document cache is given a sufficient capacity; see "Document cache size" in the Options|Preferences, Advanced|Cached data preferences form).

This feature is controlled by new user preference called asyncLabelLoading. The values allowed for this user preference are: no, yes, remote. The default value is remote.

There is no user interface which may be used to change the value of this user preference. If you need to change its value, please use xxe's command-line options -putpref and -delpref. Example: start XXE using "xxe -putpref asyncLabelLoading yes".

If so, I have about $20,000USD in budget for upgrading the XXE addon which I
will use for performance improvements rather than usability improvements.

We are clearly open to any reasonable, generic, request for enhancements targeting performance improvements.
