ditac is embedded in XXE.
You need to pass parameter "pdf-outline" with value "yes" to the XSL
stylesheets which are used to convert DITA to other formats.

Selecting "Map|Convert Document|Convert to PDF" displays a dialog box.
Clicking "Document conversion parameters" expands the conversion
parameters pane in this dialog box.
Click "Add" to add parameter "pdf-outline" with value "yes" as shown in
attached screenshot.
This setting is specified once for all, and not each time you'll have to
convert a DITA map.
