"give them an egg and they want an elephant ..."

Thanks to XML Mind, I've done a good job* of rescuing content from a huge,
poorly-structured developer wiki with no hard-copy output option :-} But
instead of focusing on the content, the developers are asking questions about
layout in the pdf.
I'm found my way to "Customize document conversion stylesheets" and created a
custom stylesheet ready for adjusting, but I'm not sure whether this will let
me do what the developers are asking for: they find that the 2pt difference in
font size is not enough to help them spot the difference between a level two
heading and a level three heading. I would like to change the size for level
three headings, and I would also like to remove the underline
(text-decoration?) on lower-level headings.

Can I make this sort of customisation through the XXE tools? all I've seen so
far is references to 'sections' in the Attribute sets, and the structure of my
document is driven by the topicref levels in the bookmap: I do not use sections
within topics.
