There are "next" and "previous" page navigation buttons in the
navigation toolbar. These should be sufficient for most users. See
attached screenshot.
When converting DITA to Web Help, please give the following XSLT
stylesheet parameters a try:
* chain-pages
http://www.xmlmind.com/ditac/_distrib/doc/manual/xsltParams.html#xsltParams__chain-pages
* chain-topics
http://www.xmlmind.com/ditac/_distrib/doc/manual/xsltParams.html#xsltParams__chain-topics
* ignore-navigation-links

By default, the above parameters are all "turned off" when generating
Web Help. Please try some "on" values.
When converting DocBook 5 to Web Help, I don't know the answer to your
