Not out of the box.

The 'XHTML|Preview' command indeed supports compound XHTML documents making use of XInclude but it requires the root element to be <html>. That is, it will not automatically wrap the <blockquote> in a <html> ancestor prior to invoking the Web browser.

OK. I was hoping that that it would not require <html> as root. But really, it is not important.

create the fragment in a text editor, save it and then open it in
XmlMindXmlEditor - it is really only a small, even tiny issue. But still

1) create the fragment in a text editor;
2) open it in XMLmind XML Editor;
3) use "Options|Customize Configuration|Save Document As Template" to add it to the dialog box displayed by "File|New".

1) 2) are done once for all because after 3) you'll find your custom blockquote document template in "File|New" the dialog box. See attached screenshot.

Superhandy. I had forgotten that possibility. Thanks for bringing it to my attion.

My final words are that I am very happy that I finally found a quite
practical way to solve the ’fragment document editing issue’ - I have looked for a solution for years (why aren’t there more solutions for
this?), and ... I am very happy that XML Mind XML Editor provided the
solution!
