I am having trouble evaluating XMLmind.
This generally means that you are done with your evaluation. See below.
My goal is to edit a simple XML
page that is formatted by a CSS page in a “what you see is what you get
mode”. I need to be able to edit the XML page and then switch to edit
the CSS page. So far, I have been able to open the XML page and receive
the following error message:
file:/F:/TestXMLMind/acs.css:6:15: unsupported value for property
"margin-top"

We cannot really help you as we have no way to reproduce the above problems.
I suspect that you are using "advanced" measure units such as:
margin-left: 4rem;
See https://developer.mozilla.org/en/docs/Web/CSS/length

How do I open the CSS page an edit it. I need to toggle between both
pages?
You simply cannot do that. XMLmind XML Editor is just an XML editor, not
a fully fledged XML/XHTML/HTML integrated development environment (IDE).
I already have HTML formatting elements on my XML pages.
Parenthetically, these elements stop the XML from validating with my XSD
editor, oXygen.
I don't see why. oXygen fully supports NVDL[*]. NVDL --
http://www.nvdl.org/ -- allows you to create "compound schemas" which
seems to be just what you need.
---
[*] While XMLmind XML Editor just supports poor man's NVDL: the
"validate" configuration element:
http://www.xmlmind.com/xmleditor/_distrib/doc/configure/validate.html
I used your XHTML5 schema with my crude modifications to
make it work with XSD 1.1.
I'm really sorry to have to say that, but XMLmind XML Editor is not
adapted to your needs. It seems that you are loosing your time trying to
use it to edit/create your XML pages.
The users of XMLmind XML Editor are technical writers who are paid to
create great documentation in (standard) DITA, DocBook or XHTML. That's
why XMLmind XML Editor is not meant to make it easy developing CSS
and/or XSD 1.0 or 1.1. oXygen seems much more adapted to your needs and
I really don't see why you don't use oXygen Editor and oXygen Author for
all your use cases.
Once again, really sorry to make you loose your time with our product.
