It's always possible to uninstall the XEP add-on and then reinstall it.
In order to uninstall the XEP add-on (or any add-on) please:
1) Use Options|Install Add-ons.
2) Click the Uninstall tab.
3) Click the checkbox (not the row, the checkbox) in front of the name
of the add-on, you want to uninstall.
4) Click OK.
5) Restart XXE as instructed.

The way I understand it, you cannot really uninstall the XEP and FOP
extensions.
You can uninstall *any* add-on provided you have sufficient privileges
to do so. (On Windows, start XXE as an administrator to be sure.)
Thus normally, both are always installed.
The XEP add-on is not included by default in the standard distributions.
The FOP add-on is.
Since they play the same role, how to I decide whether to use XEP or FOP?
When both the XEP add-on and the FOP add-on have been installed, XEP
will always be given priority over FOP.

The XEP plug-in require that you manually install XEP somewhere on
your computer. (But, if I got it right, the first time you use it,
XEP gets copied into XXE so that you may, if you wish, uninstall XEP
from your computer.)
Yes, that's right.
But what about the FOP plug-in? Does it require
me to manually install FOP on my computer before I can use the plug-in?
No. Unlike the XEP add-on, and like all the other add-ons, the FOP
add-on is self-contained and hence is ready to use after it has been
installed (and XXE has been restarted).
