Yes that's normal. However you can easily create a custom mediaobject template containing a videoobject using "Options|Customize Configuration|Save Selected Element As Template". See http://www.xmlmind.com/xmleditor/_distrib/doc/help/customizeConfigurationMenu.html

The facility you expect is not available for videoobject and audioobject elements. Videoobject and audioobject elements are currently not as well supported as imageobject elements are.

If you want to specify the fileref attribute of the videodata element please proceed as follows:

1) Click on the "film" icon to select the videodata element.
2) Use the Attributes tool to give attribute fileref a value. There is a "Choose file" button (folder icon) which can be used for that.
