What exactly do I need to enter for body-font-family and
title-font-family if I want to use Arial? (which is present on my PC, so
that’s not the problem) Must be something simple I’ve managing to overlook.

What you did would be sufficient if you were generating DOCX, RTF, ODT, etc, but is not sufficient when generating PDF. By default, PDF just knows about its 14 standard fonts (Helvetica, Times, Courier, etc) and Arial is not one of these PDF fonts.

Please refer to this FAQ which also applies to your case:

When I convert documents written in Russian (or Polish or Czech or any non-western language) to PDF, almost all characters are replaced by the "#" character. Is there a workaround for this problem?
