Yes, XMLmind XSL-FO Converter (XFC for short) is a separate product:

The reason for this is that XFC customers are generally banks, insurance companies, pharmaceutical companies, etc, which are not interested in creating structured contents ``by hand'' using an XML editor.

However, a special edition of XFC, which cannot run outside XMLmind XML Editor (XXE for short; the product you own), is indeed included in the XXE add-on called "XMLmind FO Converter XSL-FO processor plug-in":

This add-on is installed by default in all editions of XXE.
