Technically, this document specifies an extension to XSD 1.1 while libxml2 only supports version 1.0. But since it's just a new datatype, it should work with the old version as well.

Me personally, no. But libxml2 is an open-source project, and in principle we accept contributions from everyone. Things can move a bit slow due to a lack of maintainers, though.
