It's available, I tagged it in git and pushed signed tarball and rpms to the usual place:
ftp://xmlsoft.org/libxml2/ I updated my system with it to give it a bit more testing, but I encourage others to try it out, especially on different platforms. I think I will push rc2 over the week-end and unless there is a serious issue 2.9.6 should go out next Tuesday.
