If you want to build libxml2 from source on Linux or OS X, then you should be able to use the included GNU Autotools build system, and there isn't really a need for CMake to be used for that (as much as I like it). There's also https://github.com/martell/libxml2.cmake but it may be out-of-date and in general not recommended.
