Below is the bug I submitted to 'Fink' regarding XFree86 4.3.0 under Mac OSX. As you can see they told me to submit the bug to your organization. As you can also see I resolved the problem by starting X via: startx -- -kb

To get from Caps-Locked upper-case to Caps-Unlocked
lower case takes 2 cycles, i.e., Caps-Unlock, Caps-Lock, and
Caps-Unlock.The problem persists using either KDE or BlackBox.
I'm running XFree86 Rootless and experience the
problem on a Mirror Door Dual 867 and a Quicksilver 733 Desktop
Macintosh using Apples standard extended keyboard. Several subscribers to the Fink User Mailing list confirmed the problem on their configurations as well.

As Max suggested, this is a bug in Xfree86. Please file a bug report in the xfree86 bug tracker. Until it is fixed, you can use the workaround that dekiefer suggested.

Uhm, so... is this a bug in the Fink XFree86 ? Or is it a bug in XFree86 itself, in which case this bug should be closed, and a new bug on the XFree86 bug tracker be opened.

A 'fix' for this problem is:
startx -- -rootless -kb
Disabling X keyboard extensions allows the Caps-Lock to work normally.
