If I'm not mistaken, the code in the current XFree86 CVS is based on Mesa 4.0.4. Indirect contexts comply with OpenGL 1.3. Pretty much all of the hardware drivers have varying degrees of 1.2.1 conformance, and only the r200 is (partially) 1.3 conformant.

DRI CVS is based on Mesa 5.0.1 / 5.1. Indirect contexts using DRI CVS are OpenGL 1.4 compliant. I don't think any hardware currently supported by open-source drivers will ever be fully 1.4 compliant. Not even the r200 can do shadow mapping. :)
