Fix build of generated C code for Vala files
I'm working of update x11/budgie-desktop to 10.9.3, but build fails. C code
generated from vala files cannot find libxfce4windowing/libxfce4windowing.h.
I think there is something wrong in pkgconfig file. But this patch fixes my
issue.
