That's a false assertion. Those usually are translatable. It's also
possible to match a localized string to English from the po file without
restarting the application.

Not everyone, and in reality very few people with a non-English-speaking
background, can read English error messages. And if a bug report is
incomplete, it is typically not due to a localized string. This is easy
to overlook for developers who necessarily know English.
