I guess the change in TeX Live svn r44964:

along with xdvipdfmx change in r44963:
https://www.tug.org/svn/texlive?view=revision&revision=44963
started to support /Rotate in PDF inclusion.
According to the ChangeLog,
this change was done between 0.99998 and 0.99999.
