I made a branch for \eptexbanner for e-(u)pTeX as https://github.com/texjporg/tex-jp-build/tree/banner. I think it would be more convenient to use a common name for these "banner" primitives such as \enginebanner, rather than different name for each engine (\pdftexbanner, \xetexbanner etc.).
