Philip, Everyone I know in TUG recommends installation of the full TeX Live, to avoid precisely the sort of problem you are now having. I had trouble getting TUG to support BasicTeX on the Mac for this reason.
The “small” scheme is just BasicTeX, which I created. So this comes from the horses mouth. INSTALL THE FULL TEXLIVE.
