Thank you, Will. It works fine to add the <aalt> feature as you
suggested. I don't think there is any need for this to be added to
XeTeX, particularly since it can be turned on if one really needs it.
The font I'm testing is a little strange, as I said, so there's no case
for making changes because of it.

I’d recommend creating your own feature option for it using something like:
\newopentypefeature{Style}{AllAlternates}{+aalt}
