I think those are messages from the "old" fontconfig, in
TeX Live 2014 or former ones.
I expect that the new xetex.exe probably runs on TeX Live 2015.
(1) save the original 4 files
dvipdfmx.dll, kpathsea621.dll, xdvipdfmx.exe, xetex.exe
(2) copy all 6 files to bin/win32 to test the new feature.
(xelatex.exe is the same one as that in 2015, so it is
not necessary to copy it.)
After tests, copy saved 4 files to bin/win32 to recover
the original TeX Live 2015.
